I don't think fictionalism is necessary. Numbers themselves don't do work. However, they are information, and scientists can manipulate numbers through equations and data processing and the like to reach conclusions. God is not like this. There is no such formal manipulation of God to reach conclusions.

Numbers and math exist independently of us.
