Religious logic says anything goes. So, yeah, God designed evolution.
There are problems with this, though, as viewed from a higher perspective. Evolution is a natural process and saying God designed evolution is attaching God to a natural process. Some people might use the term "smuggling in God." This would be from the level of informal logic.
I am not qualified to cast this into formal logic. So, my expertise ends at the informal logic level.
