Yes, people can draw opposite conclusions based on the same facts. Chess is a fine example. It's known as a perfect information game meaning no information is hidden. Yet, players can reach many different conclusions of what is the best move in any given position on the board.
Compare that with the imperfect information in the world, and you get a wide diversity of opinions. Throw in misinformation, disinformation, and religion telling you what God wants you to do, and you get total chaos.
